Hey, just a quick idea on this intervention: increase the minimum number of cigarettes that can be sold in a pack. This stops new people from starting smoking (because they wont want to by 50 or 100) but keeps them affordable for those that are addicted, so the policy might be more likely to be put through. (I'm sure you've already considered and ruled this out, or that it isn't as effective as taxation, but it might be more tractable, so I thought I'd chuck it your way just in case).
