It is essential to prepare the world for the next possible outbreak, and the measures you mentioned are crucial. Though expensive, especially in low-income countries, the benefits still outweigh the cost. It should start from the biosafety level in the laboratories where these pathogens are most likely to break out. A stronger biosafety practice will reduce the burden at the biosecurity level. Not all labs operate with the important biosafety equipment. 

The COVID-19 pandemic caught the world unprepared, and many health institutions in Africa had to scramble for ventilators and other supportive, and protective equipment from the West. One thing I know the last pandemic did for us here in Nigeria is that it helped us build a team of trained health personnel across the sector. It inspires and builds the country's creative capacity.
