Talos Network is the leading global talent development organisation for European AI policy. Our mission is to support the safe development of advanced AI by cultivating the next generation of leaders in AI policy.

We have been delivering our flagship programme, the Talos Fellowship, since 2022. We are now looking to expand our programme in 2026 and rapidly grow the European AI governance talent base. 

We are seeking an experienced MEL consultant (or consulting organisation) to support us over the course of ~three months - helping to evaluate our impact to-date and implement systems, tools and practices supporting  monitoring, evaluation and learning. 

As a result of this engagement, we expect that:

1. we can measure our performance against the inputs, activities, and outcomes in our theory of change and report on this routinely
2. our program‑level retrospectives and team‑level strategy retreats are informed by the data we collect and lead to better decisions
3. staff have up‑to‑date, reliable access to data that supports fundraising applications and partner conversations
