I'm exploring with the NSF the opportunity to pilot an initiative whereby highly-reviewed research proposals (reviews are conducted by expert study panels of academics independent of administrative/political priorities) that were unfunded (insufficient NSF budget or priority misalignment) would be made available to third parties (foundations, altruists, corporations) along with the detailed reviews (fully opt-in basis from applicants).
The benefits would be:
1. Additional funding streams for extremely high quality research
2. Increased visibility of frontier research ideas that are otherwise unpublished enabling increased collaboration
3. Access to detailed reviews helping lower-resource funders to "catch up" in learning about performing diligence on these opportunities
I'm curious how forum members would view this opportunity.
